RPS’ Scotland planning team supports a wide variety of clients, across a number of sectors, through complex and large-scale planning applications. The team is experienced across the full range of planning services, with a specific expertise in environmental and energy schemes.

Operating out of our Edinburgh and Glasgow offices, the Scotland planning team deliver permission and other consents to support the development of all forms of property and infrastructure. Our town planners are supported by specialists in environmental impact assessment, ecology, ornithology, heritage, contaminated land and the marine environment.

Andrew Walters

Andrew has over 25 years’ experience in planning, environmental and consenting for a broad range of infrastructure projects across the UK and overseas; including waste and energy from waste, ports, bridges, light and heavy rail, and renewables. He specialises in taking forward development consent and approvals for large scale infrastructure projects in multiple legislative environments, often with complex engineering challenges in highly sensitive sites of significant environmental importance. His specialism lies in bringing together the full spectrum of environmental assessments and aligning with the demands of a complex design, whilst managing community and stakeholder engagement and project performance.

Michael Fenny

Michael is a chartered town planner who has over ten years’ experience of working in private sector planning and environmental consultancy. He is responsible for delivering development projects across a range of sectors, including renewable energy generation, waste and minerals. Michael has particular experience of project managing large, complex planning applications that are subject to Environmental Impact Assessment (EIA), including several recent onshore wind farm projects. He also has significant experience in the preparation of successful planning appeals. Michael has recently returned from a six month period of secondment to the Scottish Government as part of a team taking forward recommendations on planning reform in Scotland.

Richard Turner

Richard is a Chartered Town Planner with experience across the UK and internationally. Richard has strong project management and consenting experience having been responsible for several major residential, leisure, and energy projects. He holds a number of years’ public sector experience as a Development Management Officer and has obtained international planning and community engagement experience working in Australia for three years on a major federal government infrastructure project.
