We focus on balancing commercial requirements with local context and client expectations to produce attractive and deliverable housing schemes. RPS has significant experience in promoting residential schemes through both the development plan and planning application routes. We will take a planning led approach to co-ordinating a robust case for site allocation or planning approval. Our ability and experience in providing a full range of services in house (including Expert Evidence at both Development Plan Examinations and Planning Inquiries) enables us to identify opportunities and solutions in a range of environmental and technical areas; as well as ensuring clients are provided with the best strategy advice in respect of site promotion.

RPS has an enviable track record of successful residential promotion for both Strategic Land and Immediate sites on a variety of schemes, ranging from single homes to Sustainable Urban Extensions, Green Belt & greenfield and brownfield residential development for traditional family homes to high density, high rise mixed use residential led developments in city centres.

RPS Futures is a model developed by RPS to establish the Objectively Assessed Need for housing in accordance with the National Planning Policy Framework. It can be used as evidence in supporting site promotion through development plans, planning applications and planning appeals where objectively assessed housing need is a central consideration. We also undertake viability assessments in support of the planning negotiations relating to the amount and type of affordable housing.

In that time Paul has successfully led and managed many multi-disciplinary development teams promoting numerous large scale residential and commercial schemes. Paul has acted as an expert witness in high profile Planning Inquiries and development plan examinations. He has a reputation for thoroughness, competence and a commercial eye.

Darren is the OD of the teams based in Bristol and Cardiff. The focus of the team is upon residential and retail development. He has worked throughout South Wales and the South West for over 20 years. This has included presenting evidence at local plan examinations and acting as an expert witness at public inquiries.

A chartered member of the RTPI, Cameron has over 7 years of Town Planning experience, working for both the public and private sector on a variety of residential and commercial projects. Cameron leads teams in the promotion and submission of large-scale mixed use urban extensions. Cameron is manager of the RPS Futures Model and is proficient in the requirements for modelling housing need at a Local Authority level.

Matthew Brewer

Matthew has over 15 years of town planning experience gained from working on various projects in both consultancy and local authority positions. Matthew’s experience is based upon a wide variety of large scale residential led redevelopment schemes in London, often involving heritage assets, which enables him to provide strategic planning advice on projects from initial site acquisition through to completion of the development. Matthew’s residential clients are developers and investors of open market housing, as well as other providers including RSL’s and developers promoting built to rent developments. Matthew’s role includes leading on discussions and negotiations with Local Planning Authorities and other key stakeholders and providing strategic planning advice to unlock development potential, identify opportunities and maximise value.
