Health Impact Assessment

RPS delivers robust Health Impact Assessments at the strategic, Nationally Significant Infrastructure Project (NSIP) and local-planning level.

Investigating potential health issues early in a project provides greater benefits to clients than adopting a reactive and possibly defensive role at a later stage. Health Impact Assessment (HIA) is an aid to decision-making and is the best way to distinguish the actual impacts from perceived risks.

We are well qualified to conduct HIA, being one of the few major consultancies with the in-house expertise necessary to produce assessments that will withstand legal and planning scrutiny. Our HIA team is adept at developing innovative and robust assessments on challenging projects, ranging from the first power station under the UK`s New Nuclear Programme, through to surface mines, airport expansions, and national waste and transport strategies.

Such a catalogue of high profile case studies is testament to the capability and flexibility of the RPS HIA team, demonstrating the quality and continual development of best practice that characterises RPS` services. Our HIA team is guiding clients through a time of transition in public health, with the abolition of Primary Care Trusts, and localism creating opportunities for improved health-conscious planning, which can be effectively evidenced and supported using HIA.

RPS successfully developed a Health Impact Assessment to meet the standards of Birmingham Airport’s HIA steering group.

When BIAL started to prepare for a proposed runway extension planning application, they followed HIA guidance to the letter, establishing an independent HIA Steering Group to refine the scope and focus of the subsequent HIA, to select an appropriate HIA consultancy and to review all outputs of the HIA process. RPS provided a peer review, health impact quantification, and a health management plan to meet the demanding expectations of this process, ensuring that BIAL could be seen as a leader in integrating health with their planning process.

RPS completed a planning-focussed Health Impact Assessment for the construction of an Energy from Waste (EfW) facility with 269,000tpa capacity.

The HIA addressed community concerns and managed key health stakeholder expectations, delivering a robust assessment and Health Action Plan (HAP) to support local health objectives. Health and perceived risks were subsequently removed as a planning issue; the facility gained consent and is currently under construction.

RPS completed a Health Impact Assessment and provided sustainability and waste management advice and planning support for the Development Consent Order applications for new nuclear build at Hinkley Point C.

EDF Energy’s proposals for a new 3260 MW nuclear power station at Hinkley Point C will be the first nuclear power project to complete the Development Consent Order (DCO) application process under the new planning regime for nationally significant infrastructure projects in England and Wales.

RPS advised on the Health Impact Assessment and the Sustainability Strategy for the project. Our process and methodology was innovative, the evidence base comprehensive, the level of integration within the planning, environment and engagement teams was unprecedented and the assessment protocols applied were validated by a number of regulatory bodies and internationally recognised experts.

Such was the effectiveness of the HIA in investigating and addressing potential and perceived new nuclear build risks, the only remaining health concern considered key within the Local Impact Report and Written Representations, was that of the potential health care impacts from non-home-based staff and families moving into the area.
