RPS was appointed by the Welsh Assembly Government (WAG) and Merthyr Tydfil Council to support Alder King in the marketing of a site in Merthyr Tydfil.
RPS has undertaken ground and groundwater assessments developing a cost effective approach to development constraints management enabling a financially none viable site to be brought back to the market.
RPS undertook a reappraisal of the available information from the previous eight site investigations and assessments. The appraisal included a gap analyses and development of a detailed conceptual model maximizing the value of the available information. Detailed constraints plans were produced to support development of a cost effective programme for development marrying the client and developer objectives for scheme certainty and cash flow.
Reappraisal of the assessments, detailed HRA, and dialogue with the regulator enabled RPS to agree an alternative approach for remediation allowing the contamination remedial approach to focus on protection of human health supporting cost effective redevelopment of the site.
Reuse criteria have been derived based on the likely range of end uses (houses, POS, hardstanding etc) supporting sustainable use of materials across the site and minimising import / export. Contractor meeting were held to ascertain fixed cost site preparation works.
On the basis of the above assessments and appraisals the anticipated remedial reclamation costs (including foundation abnormals) were rationalised by up to 50% enabling a positive scheme value to be achieved.
