Carlos is an experienced and effective advisory professional with a proven track record providing commercial, transaction, and procurement services for large scale infrastructure projects. A qualified lawyer, he has worked on some of Victoria’s largest transport projects including Suburban Rail Loop (SRL) East, Melbourne Airport Rail, Metro Tunnel Project, Regional Rail Revival and the Victorian Rail Infrastructure Program. Carlos also has experience on defence and utilities projects including managing commercial and contract activities for Melbourne Water’s major infrastructure projects to ensure compliance with contractual and regulatory obligations.
