Elaine brings over 10 years of experience in urban and regional planning with a focus on transportation. She has worked with over 40 agencies to develop and manage the planning and programming of projects. She is passionate about working with stakeholders to achieve a community’s vision for a project. Elaine has years of experience working with agencies on pursuing, managing, and complying with grant requirements at the state and federal levels. As Principal Planner, she is a leader for all planning services across RPS.
Elaine holds of Bachelor of Urban Studies and a minor in Architecture from The University of Texas at Austin.
