Kirelle joined RPS in 2024 having previously had 7 years’ experience in the water industry in regulation, as a water company employee and as an academic. She is Technical Director focused on wastewater, especially the areas of regulation, storm overflows and water quality.
She has knowledge of water company regulatory requirements, particularly in wastewater, and the improvements regulators would like to see in the future. She is experienced in both qualitative and quantitative analysis, and supported in Ofwat’s assessment of water company draft DWMPs, PR24 business plans (with a focus on deliverability, asset health and storm overflows) and River Water Quality Plans.
During her time at Ofwat, Kirelle worked in their Environment team, Cost Assessment team and, finally, Operational Resilience team. Kirelle led on Ofwat’s water quality work, including supporting enforcement work and acting as Ofwat’s representative on Defra’s Storm Overflow Taskforce, and focused on driving improvements in asset health to deliver better outcomes for water customers and the environment.
